January 21, 2021 OHA Board Meeting Minutes

The Board of Commissioners of the Housing Authority of the City of Orlando, Florida (OHA) held its Board Meeting Thursday, January 21, 2021. The meeting was called to order by Chair Carson at 2:05 p.m. This was the third (3rd) meeting for the 2021 fiscal year. The meeting lasted fifty-three (53) minutes.

II. APPROVAL OF MINUTES FROM MEETING - NOVEMBER 5, 2020 
On a motion duly made by Commissioner Peed, seconded by Commissioner Aikens and carried, that the November 5, 2020 minutes of the Board of Commissioners' Board meeting were approved.

III. FINANCIAL REPORT 
Mr. Michael Simmons, Chief Financial Officer, presented the following reports:  the Financial Report, the Moving to Work Compliance Report and the Impact of COVID-19 on the OHA Waiting List.

V. RESOLUTIONS

CONSENT AGENDA
The Board of Commissioners acted upon the following Consent Agenda items through a single vote, which was moved by Commissioner Aikens, seconded by Commissioner Peed and carried, that the Board adopt the following Resolutions as introduced, read and discussed.

A. RESOLUTION NO.: 3687
AUTHORIZES THE COVID-19 EMERGENCY WAIVERS

B. RESOLUTION NO.: 3688
AUTHORIZING THE IMPLEMENTATION OF THE COVID-19 EVICTION DIVERSION AND THE HOMEOWNERSHIP FORECLOSURE PREVENTION PROGRAMS USING THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY (CARES) ACT FUNDS

NON-CONSENT AGENDA - NONE

RESOLUTION NO.: 3671
AUTHORIZING THE HOUSING AUTHORITY OF THE CITY OF ORLANDO, FLORIDA TO ENTER INTO A LOAN AGREEMENT WITH THE HOUSING AUTHORITY OF THE CITY OF SANFORD, FLORIDA NOT TO EXCEED $245,000 TO PAY FOR SUSTAINABLE INTERIOR FINISH CHANGES TO GEORGETOWN SQUARE APARTMENTS.

VI. DISCUSSION ITEMS 

A. INITIATIVES TO IMPACT HOMELESSNESS
Ms. Thelma Mungen, Assistant to the President/CEO, presented the report. 

B. WEST OAKS APARTMENTS UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on the West Oaks Apartments.

C. ANTIOCH MANOR APARTMENTS UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on the Antioch Manor Apartments.  

D. SANFORD HOUSING AUTHORITY UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on the Sanford Housing Authority (SHA).

IX. PRESIDENT/CEO'S REPORT
Ms. Vivian Bryant, Esq. discussed the following:

A. Commissioner Hill is planning to provide COVID-19 vaccines to Lorna Doone, Jackson Court and Carver Park residents who are interested.  

B. The Housing Authority of New Smyrna Beach joined a small group of innovative public housing agencies as part of the Cohort 1 Moving to Work (MTW) Expansion. 

C. Masks and hand sanitizer distribution scheduled today, January 21, 2021 was rescheduled for Wednesday, January 27, 2021 at 1:30 P.M. It will be held at the Ivey Lane Homes Community Room. City Commissioner Regina Hill and Onyx Magazine are sponsoring these items. OHA's Commissioner Batchelor is on the Board of Onyx Magazine.

D. OHA's Moving to Work Resource Center has a new initiative that helps OHA residents find employment using a Quick Response (QR) code. OHA residents can access employment listing, career tips and other resources by downloading the bar code to a smartphone with a built-in camera. The listing is updated on a weekly basis.

E. The following repairs have been completed at the OHA Administration Building:  (1) roof repairs and (2) the heating, ventilation and air conditioning (HVAC) systems. The next administration building improvement will be the installation of a generator.  

F. A generator will also be installed at the Villas at Hampton Park. OHA's goal is to install generators for all the elderly sites with and without elevators. 

X. CHAIR'S REPORT
Chair Carson did not have a report. He is just glad everybody is back and is looking forward to a better and bigger 2021.
