June 16, 2022 OHA Board Meeting Minutes

The Board of Commissioners of the Housing Authority of the City of Orlando, Florida (OHA) held its Board Meeting Thursday, June 16, 2022 at 325 North Hillside Avenue, Orlando, FL 32803. The meeting was called to order by Chair Carson at 2:06 p.m. This was the eighth (8th) meeting for the 2022 fiscal year. The meeting lasted twenty-eighth (28) minutes.

II. APPROVAL OF MINUTES FROM MEETING – MAY 19, 2022
On a motion duly made by Commissioner Peed seconded by Commissioner Aikens and carried, that the May 19, 2022 minutes of the Board of Commissioners’ (OHA) meeting were approved.

III. FINANCIAL REPORT
Mr. Michael Simmons, Chief Financial Officer, presented the following reports: the Financial Report, the Moving to Work Compliance Report and the Impact of COVID-19 on the OHA Waiting List.

VI. DISCUSSION ITEMS

A. INITIATIVES TO IMPACT HOMELESSNESS
Ms. Thelma Mungen, Assistant to the President/CEO, presented the report.

B. WEST OAKS APARTMENTS UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on West Oaks Apartments.

C. ANTIOCH MANOR APARTMENTS UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on Antioch Manor Apartments.

D. SANFORD HOUSING AUTHORITY UPDATE
Mr. Ayub Fleming, Asset Development Program Manager, presented an update on Sanford Housing Authority (SHA).

E. AUTHORIZING CHAIR CARSON TO EXECUTE A LETTER OF SUPPORT FOR THE
MOVING TO WORK (MTW) EXPANSION ASSET BUILDING COHORT PLAN AND APPLICATION
Ms. Vivian Bryant, Esq., President/CEO informed the Board that the Sanford Housing Authority will apply for the Moving To Work Expansion Asset Building Cohort Plan. Ms. Bryant thoroughly explained the MTW Asset Building Cohort Plan and its benefits to the SHA residents if awarded. The letter of support was approved and executed. It was moved by Commissioner Peed, seconded by Commissioner Aikens.

F. CHECK PRESENTATION – CONGRESSWOMAN VAL DEMINGS
Ms. Bryant informed the Board that Congresswoman Val Demings will be at the Orlando Housing Authority Matilde Roman Center June 27, 2022. Congresswoman Demings will present a check for the emergency generators for Meadow Lake Apartments and The Villas at Carver Park.

G. REQUEST TO HIRE A CONSULTANT TO PREPARE AN APPLICATION TO THE UNITED
STATES DEPARTMENTOF HOUSING AND URBAN DEVELOPMENT FOR A CHOICE NEIGHBORHOOD INITIATIVE PLANNING GRANT AND/OR IMPLEMENTATION
Ms. Vivian Bryant, Esq., President/CEO requested that the Board authorize the Orlando Housing Authority to do a Request for Proposal to hire a Consultant. The Consultant will assist the Orlando Housing Authority to prepare an application for the Choice Neighborhood Initiative Planning and/or Implementation Grant. Commissioner Aikens moved to approve the request to hire a Consultant, seconded by Commissioner Peed.

The President/CEO did not have anything to add to what has been discussed earlier.

X. CHAIR’S REPORT
Chair Carson thank Ms. Vivian Bryant for the information on Sanford Housing Authority. What the Orlando Housing Authority is and continue to do in Sanford and its residents is appreciated and needed.
