September 18, 2025 OHA Board Meeting Minutes

The Board of Commissioners of the Housing Authority of the City of Orlando, Florida (OHA) held its Annual Meeting on Thursday, September 18, 2025. Chair Brooks called the meeting to order at 2:00 p.m. This was the ninth (9th) meeting of the 2025 fiscal year.

   Commissioner Sascha Rizzo moved to accept the board meeting minutes on June 12, 2025. Vice Chair Brice Aikens seconded the motion, which was carried.

   Vice Chair Brice Aikens moved to accept the board meeting minutes on June 12, 2025. Commissioner Sascha Rizzo seconded the motion, which was carried.

Mr. Michael Simmons, Vice President of Administration and Chief Financial Officer, presented the following reports:

CONSENT AGENDA

The Board of Commissioners acted upon the following consent agenda items through a single vote. Commissioner Nancy Peed motioned to approve the Consent Agenda. Commissioner Sascha Rizzo seconded the motion. It was carried. The Board approved the Orlando Housing Authority Board of Commissioners' Consent Agenda.

1. RESOLUTION NO.: 3813
   AUTHORIZING THE PRESIDENT/CEO TO CHARGE OFF COLLECTION LOSSES FOR PUBLIC HOUSING FOR THE PERIOD OF MARCH 1, 2025, TO AUGUST 31, 2025
   
   
2. RESOLUTION NO.: 3814
   AUTHORIZES THE PRESIDENT/CEO TO EXECUTE AGREEMENT FOR COPIER LEASE AND MAINTENANCE SERVICES

   Ms. Thelma Mungen, Orlando Housing Authority's Assistant to the President/CEO, presented the report on the following initiatives: Homelessness, Veterans, and Select Project-Based Voucher Programs.

   Mr. Ayub Fleming, Orlando Housing Authority's Vice President of Operations, presented the report.
   
   
3. ANTIOCH MANOR APARTMENTS REPORT
   Mr. Ayub Fleming, Orlando Housing Authority's Vice President of Operations, presented the report.
   
   
4. SANFORD HOUSING AUTHORITY MANAGEMENT REPORT
   Mr. Ayub Fleming, Orlando Housing Authority's Vice President of Operations, presented the report.

   Ms. Vivian Bryant, Esq., President/CEO, introduced Mr. Dan Coakley from PMG Affordable, LLC. Mr. Coakley presented the Orlando Housing Authority's redevelopment portfolio update.
   
   
6. CONFERENCES AND TRAVEL
   Ms. Vivian Bryant, Esq., President/CEO, informed the Board of the following Conferences:
   
   
   1. National Association of Housing Redevelopment Officials (NAHRO) National Conference Phoenix, AZ - September 28-30, 2025
      
      
   2. Public Housing Authorities Directors Association (PHADA) Commissioners Conference Tampa, FL - January 4-7, 2026
      
      
7. STRATEGIC PLAN
   Ms. Vivian Bryant, Esq., President/CEO, stated that a QR code was provided to the board when the board package was sent.
