I. Chair Melvin Philpot called the annual meeting to order at 2:00 p.m.

A motion was made by Commissioner Alvin Moore, seconded by Commissioner Rosalyn Thomas, and carried that the Board accept the July 10, 2025, minutes of the Board of Commissioners' meeting. The Commissioners voted as follows.
