I. Chair Melvin Philpot called the annual meeting to order at 2:03 p.m.

Commissioner Terri Tillis led the Invocation and Pledge of Allegiance.

V. ACCEPTANCE OF MINUTES - JUNE 12, 2025
A motion was made by Commissioner Alvin Moore, seconded by Commissioner Terri Tillis, and carried that the Board accept the June 12, 2025, minutes of the Board of Commissioners' meeting. The Commissioners voted as follows.

CONSENT AGENDA

NON-CONSENT AGENDA
Commissioner Alvin Moore requested that the following Resolutions be pulled from the Consent Agenda for further discussion. Mr. Ayub Fleming, Vice President of Operations presented the Resolution. After a thorough discussion, the Resolution was approved.

1. RESOLUTION NO.: 2025-11
   AUTHORIZING AN AMENDMENT TO THE CHOICE NEIGHBORHOOD INITIATIVE TRANSFORMATION PLAN TO DEVELOP THE FORMER CASTLE BREWER COURT PUBLIC HOUSING SITE AS MIXED-USE AND MIXED-INCOME DEVELOPMENT THAT INCLUDES COMMERCIAL USES, RENTAL, AND HOMEOWNERSHIP HOUSING
   
   A motion was made by Commissioner Alvin Moore, seconded by Commissioner Terri Tillis, and carried that the Board approves Resolution No. 2025-11. The Commissioners voted as follows:
